I would check the resolution and make sure it matches the resolution of
your camera in RTSP. Motion will resize to match your resolution and that
can take a good deal of CPU. I would also just look at the hardware running
motion. RTSP is more taxing than mjpg and it could just be unable to keep
up. What is your load average when doing RTSP decoding?

@tosiara, after restarting motion the lag is about 10 seconds but gradually
grows over time. Right now, as observed on the motion webpage streaming
feed, the video is ~3 minutes behind.
Events are recorded OK, and captures what happens at the right time OK, but
I see in the motion.log the event triggered a minute or so behind wall
clock.
If I connect to the Foscam camera directly in a browser and view the feed
in their app it is keeping up OK.
If I use VNC and connect to the RTSP feed it is also keeping up OK.
Motion 4 is also monitoring 2 other cameras (ucam247), they also use RTSP
and at higher resolutions, and they are keeping up within about 10 seconds
OK.

So appears to be Foscam C1 and motion 4. I believe this was not a problem
with Motion 3.x, which I was using previously fine.

I shall try reverting to motion 3 to confirm.

Off the wall question but are you watching the camera using Chromium on the 
Raspberry Pi?

I was using Chromium to view motion (4.2.2 ) cameras and Chromium was consuming 
considerable CPU.

My workaround was to view the motion web interface using Firefox on Windows.

Note that I need to valid this high CPU usage by Chromium so at this point I am 
just asking the question.
