I have my motion.conf FPS settings at 60.? When the program picks up a 
motion event that is about a minute long, the resulting video shows up 
as two seconds long in VLC, and when I play it back n VLC it is all 
speeded up.

How can I fix this?

Any help appreciated.

Pre capture can cause playback issues, try disabling it if you have it
enabled. Try lowing your fps to 30 and see what happens.

See if the camera frame rate and the movie frame rate in motion.conf
are the same.

I built and upgraded to motion 4.3 from the 3.x that comes with Debian 
Jessie and the problem went away.

Solved here.
