I installed Raspberry Pi OS (bookworm) on this system and motion.
I have netcam_url set at v4l2:///dev/video0
I have motion listening on ports 8080 and 7123.
That part seems OK. However there is an error message:

netcam_rtsp_open_context: norm: Unable to open camera((null)): Device or 
resource busy

I looked at protection of /dev/video0 which is:
crw-rw---- 1 root video 81, 13 25 jun 18:31 /dev/video0

I added group video to the motion account

motion : motion video

Any clue on what causes that motion is unable to open /dev/video0 ?

Busy means something else already has the device open.

Maybe motion is already running and/or video0 is included in more than
one thread.
