occurs before any further motion detection occurs.
You may wish to examine:

movie_max_time 600
...
E.g., if the wind is blowing steadily or continuous snowfall/rainfall
triggers motion detection, there may be several videos created for each
motion "event", but only one "best" still image for all of them.
