A Black-bellied Whistling Duck was observed on Rice Lake National Wildlife Refuge, by Pat and Dick Cabe (birders from out of state w/ >700 North American birds on their lists). Directions: Travel the wildlife drive, past the observation platform on Rice Lake, past the west gate and watch the wetlands on the south side of the road, the road is still a one way at this point.
