I sighted Kestrels (at least 4 individuals) hunting near the St Paul Embassy Suites on 10th Street. I first saw the birds in the trees on the north side of a parking lot east of the hotel. Also, on the north and east side of the water plant located next to the same parking lot. Here is a photo I took of one of the Kestrels on an obelisk on the east side of the water plant.
