As far as looking up sightings records in Minnesota, MOU still has a lot
more sightings logged in than eBird, especially compared to Wisconsin.  The
Wisconsin Ornithologists Union's website refers people to eBird to log bird
sightings, so their eBird use is significantly higher than Minnesota's use
of eBird.

That alone explains the difference in county reports of Dickcissels.  And
as David pointed out, there are around 70 counties that have Dickcissel
reports in MN this season.  Although it seems like there are a few counties
missing reports that wouldn't be too hard to find them in.
