A friend has observed some unusual Cedar Waxwing behavior. A pair of
Waxwings has been going in and out of his Kestrel boxes as though
considering them for nesting. He mentioned that the boxes are filled nearly
to the openings with twigs and other materials placed there by occupying
House Wrens. I suggested that the Waxwings might be raiding nest materials,
or else gathering insects for meals.

He wants to know if they might nest there. Has anyone heard of this
phenomenom?
