Linda,
I had a pair of Cedar Waxwings start a nest in one of my Bluebird boxes this 
year. (The hole was a tiny bit too big) They barely covered the ground of the 
box then laid 2 eggs.  Then they abandoned the nest.  I know this isn't the 
same thing that your friend experienced, but it was all very weird.  Just 
thought I would share this happening from here in Minnesota!!
