The USGS does NOT allow banding of Rock Pigeons, which are not only not
native birds but are feral or owned, rather than genuinely naturalized. And
the Bird Banding Lab does not keep records of ownership of pigeons.

To track down owners of pigeons, this website may help.

For the love, understanding, and protection of birds

There is symbolic as well as actual beauty in the migration of birds.
There is something infinitely healing in the repeated refrains of
nature--the assurance that dawn comes after night, and spring after the
winter.
