Forgive me for my bluntness, but this is exactly what a teaching opportunity is - to teach children that things in nature should be left alone, to observe but don't touch. And what a wonderful story it has at the end when they get to see the goslings hatch.
There are so many ways to bring the kids on board with this: calendar to mark off the days, designated "reporters" who are allowed to approach the nest twice a day to see if there are any changes, etc. And, I believe the eggs and birds are protected, so no, they cannot be moved or damaged without a permit. Once hatched, the geese are going to march over to the nearest (most likely) body of water so there probably won't be goslings on the playground to worry about. If they cannot keep the children under control they should fence off a large area around the nest, large enough for the bird to land in.
