Run the configure script with the option --disable-compile-elisp. That
should do the job.

The cause of the error is that this is no emacs in my system. Since I don't
use emacs, and emacs conflicts with another package (ctags), I don't intend
to install emacs. Is it possible to compile Mozart without emacs?
