if you did upgrade the server using the installation procedure, this is
done automatically.

If you have a 3.x server installed in parallel to a 4.x server, and you
want to move the certificates from the 3.x database to the 4.x database,
do the following:

In the 4.x admin server, manage the server instance you want the
certificates to end up in. Go to the "Security" tab, select "Create
Database".
After creating a database, select "Migrate Certificate". In the form,
fill in the 3.x server root, instance name and db password, and it
should do the right thing.
