The issue was not about *modifying* ciphers. It was about letting the user
select cipher preferences, e.g. de-select weak ciphers. I can see that
capability (that was in N4.x ) is now back in N6.1 in the new "SSL: Edit
Cipher" GUI. That is perfect. The problem I encountered was that when PSM
1.4 is added to N4.x, that user's selection capability is removed.
