Yes. It needs more work, which is one reason why it's not yet part of any of the NSS shared libraries.

Javi left us about a year ago, and no longer works on NSS. Fixing up the remaining bugs in the CRMF/CMMF code is work I have already begun, and hope to complete for NSS 3.10.
Before you plan to add yet-another protocol for cert enrollment, please explain why none of the existing implemented protocols is sufficient.
