That wasn't what the link to MSN was suggesting, it was because of
illegal immegrants trying to get work, hell you don't even need a
matching name and SSN to work, but this has a side effect of giving the
US govt a bunch of tax income it will never have to repay.
Credit is a minor side effect issue in comparision with employment from
the article you posted :) (Article quoted $56bil in tax the US govt
won't have to pay back, I don't think there's that much fraud at this
stage...)
