Basically this goal is unobtainable by any CA for the reason both Ian and I pointed out, no uniform ID systems exist that is a 1 size fits all across the entire planet.
But that's what we have. Either the browser has a lock, or it doesn't. You may not like it, but it's true. And, as I mentioned in my other reply, even if we had a more fine-grained system, most users don't have the time, inclination or information to make fine judgements about security. The expect us, the browser makers, to protect them.
