The current version is 3.10. 1.x is about 5 years old or more.

- where can I download the latest version of signtool.exe? All over the
web, the links point to developer.netscape.com but this site has been
dead for quite awhile...
Get the 3.10 tools from ftp.mozilla.org
ftp://ftp.mozilla.org/pub/mozilla.org/security/nss/releases/NSS_3_10_RTM
Win9x and Mac OS/X builds have not yet been put there.
