The NSS 3.10 release is brand new, and not all parts are published yet. :( The release notes for the NSS 3.10 release have not yet been published. :(
NSS depends on another package known as NSPR, also part of mozilla. libplc4.dll is part of NSPR. NSS 3.10 depends on NSPR 4.5.x (or later).
The NSPR releases that have been published may be found in ftp://ftp.mozilla.org/pub/mozilla.org/nspr/releases But Unfortunately, it seems that NSPR 4.5.x releases have not been published there. :(
The WinNT version of NSS depends on the WinNT version of NSPR, and the Win9x version of NSS depends on the Win9x version of NSPR. The mozilla family of browser/email products for windows all ship with the Win9x version of NSS and NSPR, not the WinNT version. If you had NSS 3.10 for Win9x, you could use it with the NSPR dlls that are installed with recent mozilla products.
I'm afraid this means that NSS 3.10 for windows is stuck until either a) NSPR 4.5.x for NT is published, or b) NSS 3.10 for Win9x is published.
I will see what I can do to make one or both of those happen, but it may be a week before those are done. There will be an announcement in this newsgroup/mailing list when NSS 3.10 is completely published.
