if you want an example of how to do this, you can examine the CRL manager code in mozilla.
Nope, it doesn't decode the CRL DP extension, not anywhere.
It's stupid, but it's like that, the CRL manager code requires you to either enter the URL, or it gets the URL from the place you import the CRL from, not by parsing the cert.
