We need some way of moving things forward while we're at it. There's been
a lot of discussion, but nothing definite is coming out.
Here's a proposal:
All design decisions must at least be seconded.
If there are no objections or changes to a proposal within a minimum
comment period (which shall be no less than a week, but may be defined
to be longer), /and/ it has been seconded (approved) by at least one
other person, the proposal is adopted.
Approved plans may be reopened for consideration, but implementation
is suspended only at the discretion of the implementor(s).
Anybody want to second that? Any objections? Changes? Additions?
