I obviously think it's a good idea :) For those uncomfortable with the idea of management, think of it as the module owner or as the owner/maintainer of the roadmap document. Because in the end, it *is* the community that will hash out the ideas and targets. It's just darn useful to have a person who "owns the roadmap," the way mozilla.org has someone to own the document.
