Cross-browser.  Always.  Experienced users or not is irrelevant.

We went thro' this with the 1.0 Start Page stuff:  altho' it is /likely/ 
only to be viewed by Mozilla users, it /needs/ to be accessible to all 
browsers; at the very least, it needs to degrade gracefully so that it is 
viewable with all browsers.
