Could it be done this through a (not so) simple program which searchs inside the .HTMLs for <hN>...</hN> and <a name="..."></a> and generates the help-index.rdf? Probably introducing additional mark-up taking advantage of the migration to XHTML.
BTW, think about us the translators when migrating to XHTML. O:-) Give us some guidelines, or maybe do a progressive migration, not changing just all help files in one version jump.
* Update the images to Mozilla-specific, not Netscape.
In fact, we've already done that in our (yet not up-to date) translation to es-ES spanish.
