I believe readers should come first, but there's no reason to halt on technology investigations.
Those enthusiastic about pure technologies have time to trial them and build up something while we find readers. Whatever it is, the tech should be free of implicit structure, so that when DevMo's priorities change in a year, content can be moved around with minimum hassle.
We should be able to rip down any part of the HTML navigation if we want to. We should be able to restyle and relayout from the ground up if we want to. Changing market conditions, strategic changes in reader perceptions, these are very important things to flexibly support. Otherwise you lose readers.
I think that means we have to look beyond adirectory hierarchy.
I vote for a CMS, and I think we could benefit greatly from a relationship with the Zope people, who already have Mozilla advocates and technologists. They want an XUL-based management interface to Zope. There are multiple reasons why us-using-them and them-using-us would make good promotional sense.
