This is something that has long been on our (our being the editor team) 
wish list.  We are hoping to get mail compose in good enough shape for 
Mozilla 1.0 and NS 6.5 that we can justify spending some time improving 
the web authoring experience for Composer users.

Having the ability to get paragraphs or divs be the default separators 
is one of the things we both thought about early on, and have heard from 
those in the newsgroup about.   

Perhaps we can do something with hidden prefs earlier than that and get 
some feedback on the results from the readership here.
