Yup .. it also says (last p. in section 4) 

        Note that this memo describes an on-the-wire format.
        It does not address formats for local file storage.

Given Robin's illustrations about copy & paste *within* composer,
I'd say the code was trying to merge the internal/local storage
with the external representation, rather than keeping them
separated, but I wasn't prepared to make the assumption about
the design rationale.

Agreed, but text/plain (whether fixed or flowed) isn't HTML so I
don't think the HTML spec applies here.
