but how does one embed XUL or SVG into HTML 4.01? AFAIK you can't. but you can within a XML document, which XHTML 1.0 is!
No, you can't. This is not XHTML. It is something new containing XHTML citations. What you hop but never know is that the UA understands it, if the UA is more than just a filter. Most UA do not understand this, and most UA do not deal with stuff they don't understand.
