Presumably we could get closer by modifying the source. Are we on our own here or are there any guidelines to help?

A 3MB disk footprint is not possible with Mozilla/Gecko. Currently, the minimum set of "stuff" to render webpages requires ~8.9 mb of disk space. We are working to reduce this set, but I do not believe that we will come close to hitting 3mb.
