I've been having the same problem. One site that I've noticed
consistently refusing connections is hotmail.com. After signing in and
specifying a password, Mozilla warns me that I'm entering a secure
connection (as usual) and then indicates the connection is refused.
I've noticed this on other sites that use secure connections also.

Your configuration is not the problem, as I am running the November 30
nightly build of Mozilla on Mandrake7.2 through my LAN at college, so
its not your connection or NT. This MUST be a Mozilla-specific problem
because I can connect to all of the sites who refuse Mozilla's
connections on the same exact system with the bundled Konqueror browser.
But I like Mozilla more, and would like to use it rather than Konqueror.

Are secure connections broken? Hotmail suggests in thier help file that
browsers that recieve "connection refused" errors may have secure
connections disabled.

I'm at a loss as to how to fix this one. I can see a nightly build of
Mozilla not working, but NS6 should definitely not be refused by
arbitrary secure servers.

Thanks for any help anyone has to offer.
