Assume there were newsgroups
    mozilla.bugs.browser
    mozilla.bugs.mail-news
(and maybe another set of .browser/.mail-news groups without `bugs' in the name, for 
`how
can I do ...'-type questions) where posts were only accepted if they contain the URL of
the FAQ for the respective group, and the moderator-bot would automatically reply to 
all
other posts asking the poster to read the FAQ first. (I think this is kind of a minimal
reading comprehension test.)
I haven't read n.p.m.mail-news, but wouldn't you think that most of the questions would
have gone to these groups instead of the developers' groups? Couldn't this be a 
possible
solution to the problem? None of the developers would have to read these groups if they
don't want to, and if the FAQ is good, most of the posts will be questions that aren't
already answered there.

I will review the answers to the posts where I suggested this previously, but I think 
most
of the downsides of this approach don't apply if you compare this to a situation where
these groups don't exist at all.
