I've tried this with Beonex 0.6 and it gives me the page and details the 
strength of the encryption key and all that it seems supposed to do, so its 
nothing about the browser per se.

If you select Security Manager from Tasks/Security and no window pops up 
then PSM isn't properly installed and you should reinstall it.  If it does 
popup then I'm stumped.

The basic rule is, you get support from wherever you get the distribution 
from, you're using Beonex so Beonex is your first port of call, see
