Are you sure Netscape 4 and Mozilla are seeing the same HTML code? I don't
think Mozilla ever displays an alert for a broken image, although it will
display an alert for a broken iframe. (Some ad servers use iframes in
order to serve Java applet-ads). It could be that Netscape 4 is being given
an image and newer browsers are being given iframes.
Anyway, you're not alone in not liking Mozilla's behavior; see bug 45131. I
suggest that you vote for that bug or for bug 28586 (which would replace the
dialog with a placeholder page for *all* unloadable pages, not just for
frames).
You might also consider running a local webserver, which would give "404 not
found" pages (which don't bring up dialogs) for most of the ad requests. I
use the web server from http://www.omnicron.ca/ and have customized my error
page to make it easily distinguishable from other error pages.
