Well, if you go to www.mozilla.org, and click on "Get Involved" -
probably the most obvious place - then you would see:

"Is there some bug that really bothers you? Instead of just reporting
it, feel free to fix it as well. Create a patch and attach it to the
the bug in Bugzilla. People will then be able to review your patch and
apply it."

... which makes it sound like all you have to do is submit the patch.
More detail needed here perhaps? Or a link to where the process is
more fully described?
