You probably included the .announce group which is moderated. When you post
to moderated groups the article is mailed to the moderator for approval
before it is posted. Since cross-posted articles are supposed to exist only
once on the news server (linked to several groups) then the article's
appearance in any group are held up by that moderation.

Guidelines other than "cross-posting to a moderated group usually isn't what
you want to do"? ;-)
There aren't many special rules here beyond the usual netiquette (including
"Keep posts on topic" and "don't cross-post willy-nilly"). Guidelines can
