It's definitely nothing to do with running a German version of Windows.
As mentioned before creating a new profile may help.
If you've used the installer you'll see mozilla profile manager in the
start menu, if not run mozilla from the command prompt (or run menu)
c:\mozilla\bin\mozilla -ProfileManager
assuming mozills is installed in c:\mozilla\bin adjust as necessary
