Netscape 6.1 Opens in same instance

I just installed Netscape 6.1 beta and I am having a problem when I
start it from a shortcut.  It opens in the same window as the
currently open window instead of starting a new browser window.

How do I get it to start a new browser window when I start it from a
windows shortcut?
