You sure about this? Try it with Mozilla 0.9.2 milestone. I use it to
browse in slrn - hit 'U', hit 'enter', and it starts Mozilla with the line

    start c:\\progra~1\\mozilla.org\\mozilla\\mozilla.exe "%s"

where %s is the URL in question.

In 0.9.1, this opened the URL in whatever Mozilla window happened to last
have focus. In 0.9.2, it opens it in a new window. (This is 0.9.2 Win32 on
NT4sp6a.)

It'd be interesting to know what suddenly started working, and if the
current nightlies do the right thing ...
