How do the cookie files work in Mozilla?

How do the cookie files work in Mozilla?  I have set the browser  to
accept cookies.  I have saved the cookies I want and write locked the
file but cookies still seem to be getting in to the file.  Is there a
difference in the way cookies work in Moz?
