That's a little disengenuous. It is "OPT OUT" because you have to do
something in order not to receive the cookie. Opt out in this case is
bad for the same reason that it is bad with regards to spam; it is
unrealistic to ask a user who wants to refuse all cookies, except for a
few domains, to be constantly clicking on "no" every time they access a
new site. It is a backwards proposition that assumes that everyone wants
cookies and that work should be expended in order not to have them.
