Originally you could vote multiple times for a bug, then it was decided
it would be fairer to allow just one vote for each bug per person.
As far as I know I think it's still possible for bugzilla administrators
to allow more than one vote for a component, but I don't think
mozilla.org allows this with their version of bugzilla. If it's set to
allow more than one vote you'll get a box to input the number of votes
rather than qa checkbox.
As for the rewording, yes this is a bug as it's not describing the
system as it currently is used at mozilla.org. Use this link to file a
bug about fixing the wording:
