It used to be that you could distribute your votes
any way you wanted between bugs, so for example
if you were more concerned about one bug than
another you could give it 2 votes instead of 1 (of
course if you did this you couldn't vote on as many
bugs, since you had fewer votes to work with
afterwards). This turned out to be problematic in
practice because it meant that the votes of people
following the project closely (and therefore probably
voting on several bugs) counted for less than those
of somebody who just dropped in to vote on one
bug. So it was changed to checkboxes.
The "webtools" category still uses the number
system.
