Personal Tool Bar?

I am unable to add anything to my personal tool bar, the instructions
inside the latest Netscape notwithstanding.  I posted this question
before but evidently I wasn't taken seriously.

Earlier versions allowed the creation of personal tool bar items by
simply dragging the URL from the window to the bar below it.

Unless I am just plain stupid, this process no longer works.
