0.9.3 Quick Launch?

There is an opiton in the Advanced preferences, "Enable Quick Launch
(effective after restarting your computer)."  Has this option been
made live yet?  I notice that checking the option seems to have no
effect, and the option is unchecked again after rebooting (although it
seems to remain checked for the remainder of the current session).
