It can be done. But its not very customizable. You need to set a pref in 
  prefs.js or user.js. Here's the pref and its description


// Change the reply header
// 0 = No Reply-Text
// 1 = <Author> wrote:   - Netscape 3.xx/4.xx style
// 2 = On <date> <author> wrote:
// 3 = user-defined, not yet activated.

user_pref("mailnews.reply_header_type", <your-choice>);

I use pref 2 and my guess is, that is what you want.
