I've discovered what the problem is.  I run Symantec's Desktop Firewall. 
  When I disable it, the Mozilla browser runs just fine.  When I enable 
the firewall, "... connection refused..."  However, the mail-news client 
continues to work right no matter the state of the firewall.  I'm 
running WIN32 build 2001100503.

Now, like before, if I wish to run the Mozilla browser with my firewall 
enabled, I have to back off to WIN32 build 20011001.  I hope this 
information helps.
