Keep in mind that this feature isn't working yet, so once it is working you'll see the first pref panel, but the buttons don't do anything. Well, it will probably be easiest if you get patch maker. But you can do it without the program. First, close mozilla. Unzip comm.jar to your chrome folder and keep the directory structure. In the content\communicator\pref directory open preftree.xul and open it in a text editor. Scroll down until you find the commented out section on my version it's line 119. Remove "<!-- Taking out Policies panel b/c bug 44121" as well as the "-->" which is a couple lines below. Now, the changes have been made. If you aren't running patch maker, mozilla is still setup to read what is in the jar file. What you have to do is, open comm.jar in winzip (Or whatever program you are using) then drag the content directory that you extraced, into the winzip folder. It will give you a little message saying updating zip file. After it finishes it's thing, close winzip, open mozilla, and take a look in the prefs panel.
