No matter whether there's a gui for it or not, it's still there.
Add
user_pref("dom.disable_open_during_load", true);
to $PROFILE/user.js [$PROFILE is your profile directory; if user.js
doesn't exist, create it.]
There are also more draconian ways of disabling popups and things,
see documentation on "configurable security policies" for
more information.
