Using Windows Explorer go to the Program Files folder. Open the folder named JavaSoft. Then open the folder JRE nad open the next folder which will have the name of the version you downloaded....1.3.1_01, for example. This folder contains a folder called Bin...open it. You will see five files that begin with NPJava. Highlight and copy them using the right click of your mouse (holding the shift key will enable you to highlight them all at once). Go back to Program Files. Open the file mozilla.org (or other folder where you've placed Mozilla). Then open the file Mozilla. Now open Plugins and using right click paste the files there. The next time you open Mozilla java will work. If you have it open while doing this you will have to close and reopen. Note that if you are using Quick Start you will need to reboot before it will work properly.
