The only way I know of to not download a completely new build is to set 
up a build system, pull the source via CVS and compile the program 
yourself.  Otherwise everything is a "new" build being installed overtop 
of the "old" build.

As to copying the plugins, if the plugins do not persist in the \plugins 
folder (ie, after you install a new version they are gone), yes, you 
should copy them over again
